13th Report in 2011: Break the Restrictions of S&T Innovation Ability of Economic Development Mode Transformation

Abstract: There are many restrictions in accelerating economic development mode transformation, such as system mechanism, policy, culture, and technology innovation ability, etc. However, the biggest restriction is still the insufficient S&T innovation ability. This article offers some suggestions to breakthrough S&T innovation ability and to accelerate economic development mode transformation. Firstly, we should transform government function according to the market rules. Secondly, we should guide enterprises to become the principle part of the economic development mode transformation. Thirdly, cultivate and develop strategic emerging industries in order. Fourthly, build the encouraging system to accelerate transforming the S&T achievements into productivity. The last but not least, transfer the foreign trade mode relying on S&T innovation.
